Would it be really rude to fold up the downstairs flat's washing that's dry but STILL hanging on the line? It was dry at 9 this morning when I went to hang out my washing! They're retired and can do the laundry ANY DAY THEY LIKE! Why must they leave it on the line the ONE DAY THAT I CAN DO LAUNDRY???

I'd say folding it would be really nice. Dropping it in the dirt would be rude.

But you could just them to move it ... or, are they out?

If my memory of shared laundry ettiquette serves me correctly, as long as it is dry then yes, it is perfectly fine to fluff and fold.
